Mercs are the city's floating labor pool for violence, extraction, and grey-zone operations. They hold no territory, answer to no permanent employer, and evaluate every job by margin and risk.

The best mercenaries have their own code — but it's written in contracts, not credos. They're reliable until the terms change or a better offer arrives.

Mercs are useful contacts for short-term muscle and intel. Building a deeper relationship requires a track record and a deposit.
