Trans-Eurasian syndicate with Central Asian roots running Night District's import networks, data black markets, and synthetic goods channels.

Kok-Jal — the Grey Wolf — traces its organizational structure to pre-grid Central Asian trade networks: family-based franchise systems, layered trust hierarchies, and a strict internal code governing what can and cannot be sold to whom. In 2044 those principles apply to synthetic goods, gray-market augmentation components, and data brokerage as readily as they once applied to silk and livestock.

Night District's surface — paper lanterns, LED corridor markets, vendor stalls — is their storefront. Everything visible is legitimate enough to withstand a casual inspection. Two levels below the surface market, the actual trade runs through encrypted terminals, invitation-only transaction bays, and a courier network that moves product across the Black Sea rim in under 48 hours.

Kok-Jal doesn't escalate public conflicts — that would disrupt commerce. They resolve disputes through internal arbitration and, when necessary, permanent removal of the problem.
