Aurum
Old-money network of offshore investors and hereditary oligarchs operating through licensed proxies and shell corporations. They don't need territory — they own it.
Aurum is not a corporation, a gang, or a government. It is the entity that buys all three when they become useful. Old families, offshore accounts, and an investment network extending through three continents — none of it visible, all of it operative. They maintain no armed wing because they don't need one. Prospect security responds to their buildings; Guardians clear their routes. Aurum holds the deeds. Everyone else holds the levers.
Operating from within the Elite Quarters, Aurum's actual membership is unknown. Names circulate — certain addresses, certain club memberships, certain corporate board positions repeated across unrelated companies. Contact through Aurum typically means you've been found useful by something that doesn't need to identify itself. Being useful has benefits. Becoming inconvenient has consequences that are difficult to trace.
