High-density district where Red Scorpions enforce the law of the street. Outsiders are noticed; contacts don't come cheap.

The Ghetto is dense, contested, and largely self-governing by necessity. Street crews divide the blocks. Services that exist here were built by residents, not allocated by the city. It's the most dangerous district to move through quickly and the most navigable for anyone with local introductions. Contacts from here are among the most reliable in the city — if you earn them.

Architecture

Panel blocks with metal extension structures bolted to every available surface — cage balconies function as outdoor living rooms and observation platforms. Container-stack alleys at ground level. Murals covering every wall above reach height: the district's visual record, maintained by community consensus. Improvised electrical feeds run exposed from block to block. Laundry on wire lines between buildings. Density leaves no unused vertical surface.

In the City

Red Scorpions operate as the de facto power structure. White Bats run incursion operations when margins are favorable. Prospect holds a negotiated arrangement the district does not discuss publicly. Key sites: Steel Labyrinth (container-and-tunnel network with enforced entry protocols — frequent hostage scenarios), Virgin's Den bar (reinforced doors, window bars, red neon — information hub, underground work), Lowrider Court (mural-history community square with lit cars and a sound system — social storylines).
